Course Leads can only access Primary Syllabi via the Simple Dashboard.  There are two ways to do this.

Access through eCourses

Access through Portal (outside of eCourses)

Once on the Simple Dashboard Toggle to Primary Syllabus at the top right

Look in the To Do list for Items labeled Primary Syllabus
